The State Board may investigate or act in a disciplinary proceeding against a licensee notwithstanding: (1) a lapse, by operation of law, of the State license of the licensee; (2) a suspension of the State license of the licensee by order of the State Board or a court; or (3) a voluntary surrender of the State license of the licensee to the State Board.
