(a) The Authority consists of the following 15 members: (1) the Baltimore City Planning Director; (2) ten members, five of whom shall be business owners, residents, or service providers of the areas described in § 9–1A–31(a)(3)(ii) of the State Government Article, appointed by the Mayor of Baltimore City, with the advice and consent of the Senate; (3) the State Senators representing legislative districts 40 and 41; and (4) one State Delegate representing legislative district 40 and one State Delegate representing legislative district 41, each appointed by the Speaker of the House.
