(a) The Authority shall receive 80% of the money from the Special Fund, established under § 11-401 of this title, that is designated for payment to Baltimore City under § 11-404 of this title. (b) (1) Subject to the provisions of paragraph (2) of this subsection, the money received by the Authority shall be used to pay for facilities and services in communities in the Baltimore City limits within 2 miles of the Pimlico Race Course. (2) In making its determinations on the use of the money provided to the Authority under subsection (a) of this section, the Authority shall give considerable weight to the housing, economic, and community development needs of the Park Heights Corridor, based on statistics including poverty and population statistics.
