(a) Any person who, with the intent to deceive a potential purchaser, violates any provision of this subtitle is guilty of a misdemeanor and on conviction is subject to a fine not exceeding $1,000. (b) A person is presumed to have the requisite intent to deceive if he fails to comply with any provision of this subtitle.
