Notwithstanding the provisions of §§ 4-310 through 4-315 of the State Finance and Procurement Article: (1) the purchase of all supplies, materials, and equipment for construction of a State correctional facility is subject to the approval of the Secretary; (2) payment of an invoice for supplies, materials, or equipment that the Department purchases for construction of a State correctional facility may not occur until the Secretary or the Secretary’s designee approves the invoice; and (3) the Secretary shall set standards that are consistent with the provisions of Division II of the State Finance and Procurement Article for the purchase of supplies, materials, and equipment by the Department for the construction of a State correctional facility.
