(a) With the Secretary’s approval, the Commissioner shall adopt regulations to implement the program. (b) Notwithstanding § 10–101(g)(2)(i) of the State Government Article, the regulations shall be adopted in accordance with the requirements of Title 10, Subtitle 1 of the State Government Article.
