(a) With the approval of the Secretary, the Commissioner shall appoint a Deputy Commissioner of Pretrial Detention and Services. (b) The Deputy Commissioner serves at the pleasure of the Commissioner. (c) The Deputy Commissioner shall be the acting Commissioner in the absence of the Commissioner.
