(a) In this subtitle the following words have the meanings indicated. (b) 'Commissioner' means the Baltimore City Police Commissioner. (c) 'Gaming event' means a carnival, bazaar, or raffle. (d) 'Raffle' means one or more drawings from a single series of chances sold from chance books.
