(a) A health care provider who violates a provision of this part is liable to the State for a civil penalty not more than three times the amount of the overpayment. (b) The civil penalty provided in this section is in addition to any other penalty provided by law. (c) This section may not be construed to limit a victim’s right to restitution under Title 11, Subtitle 6 of the Criminal Procedure Article.
