(a) Money appropriated to the Program shall be used: (1) to protect victims and witnesses and the families of victims and witnesses; (2) to relocate victims and witnesses to protect them or to facilitate their participation in court proceedings; and (3) to pay the costs of carrying out the Program. (b) To the extent possible, the Program shall be used to maximize the use of federal matching funds or programs. (c) Expenditures under this section shall be made in accordance with the State budget.
