(a) A majority of the members of the Council is a quorum. (b) (1) The Council shall meet at least four times each year. (2) The Council shall hold special meetings when called by: (i) the chair, on the chair’s own initiative or on the written request of three Council members; or (ii) the vice chair, in the absence of the chair. (3) The Council shall establish procedures and requirements with respect to meetings, deliberations, and the administration of the functions of the Council. (c) The Coordinator shall serve as the secretary to the Council and perform the duties and responsibilities the Council directs in order to carry out the functions of the Council.
