(a) A majority of the members of the Council is a quorum. (b) (1) The Council shall meet at least four times each year. (2) The Council shall hold special meetings when called by: (i) the chair, on the chair’s own initiative or on the written request of three Council members; or (ii) the vice chair, in the absence of the chair.
