(a) The governing body of each nonprofit institution of higher education shall submit a research endowment plan to the Authority prior to submitting its first request for a distribution of matching funds from the Fund. (b) The research plan shall include: (1) any information requested by the Authority to ensure compliance with the requirements of this subtitle; and (2) a demonstration of interest from qualified private donors to meet the criteria established by the Authority.
