Section 13-102 - Authority of Department

(a) The Department may: (1) coordinate and cooperate with any unit of the federal government to implement the Act in the State; (2) enter into contracts and agreements under the Act; (3) spend money for any purpose related to the Act, including for highways, natural resources, agriculture, education, training, health, and welfare; and (4) do all things necessary and proper to carry out the Act. (b) (1) If any unit of the federal government offers to the State services, equipment, supplies, materials, or money as a gift or grant to implement the Program, the State, acting through the Governor and Department, may accept the offer. (2) If the Governor and Department accept the offer of a gift or grant under paragraph (1) of this subsection, the Governor and Department may authorize a unit of the State or a political subdivision to receive and use the gift or grant.
