(a) In this subtitle the following words have the meanings indicated. (b) 'Commissioner' means a member of the Board of County Commissioners of Cecil County, Kent County, or Queen Anne’s County. (c) 'Council' means the Upper Shore Regional Council. (d) 'Executive Director' means the Executive Director of the Council. (e) 'Region' means Cecil, Kent, and Queen Anne’s counties.
