(a) (1) Except as provided in paragraph (2) of this subsection, the Partnership is exempt from Title 10 and Division II of the State Finance and Procurement Article. (2) The Partnership, its Board, and its employees are subject to Title 12, Subtitle 4 and Title 14, Subtitle 3 of the State Finance and Procurement Article. (b) The officers and employees of the Partnership are not subject to the provisions of Division I of the State Personnel and Pensions Article that govern the State Personnel Management System. (c) The Partnership is subject to the Public Information Act. (d) The Board and the officers and employees of the Partnership are subject to the Public Ethics Law.
