(a) The county board shall meet at least once each month. (b) All actions of the county board shall be taken at a public meeting and a record of the meeting and all actions shall be made public. (c) This section shall not be construed to prohibit the county board from meeting and deliberating in executive session, provided that any action of the county board, together with the individual vote of each member, is contained in a public record.
