(a) There is a Research and Evaluation Unit in the Baltimore City Public School System. (b) Subject to the approval of the board, the Chief Executive Officer shall appoint the Director of the Unit. (c) The Director of the Unit shall report directly to the Chief Executive Officer and shall be held accountable for the effective and efficient management of the Unit. (d) The Director of the Unit is not a public officer under the Constitution or the laws of the State. (e) The Unit shall perform ongoing research and evaluation regarding systemic reform and student achievement.
