(a) The State Board shall establish standards to guide county boards in applying for: (1) Any State funds that are provided in the State budget specifically for the purposes of this subtitle; and (2) Funds provided under the federal Elementary and Secondary Education Act of 1965. (b) These standards apply to the extent that they do not conflict with the federal Elementary and Secondary Education Act of 1965 or regulations adopted under that Act.
