(a) Funds for the operation of the educational program in State hospital centers shall be provided in the budget of the Maryland Department of Health. (b) The Maryland Department of Health and other State agencies may contribute to the program. (c) Funds appropriated for educational programs in State hospital centers may not be diverted, by budget amendment or otherwise, to any other purpose.
