(a) (1) The Board consists of seven members appointed by the Governor, with the advice of the Secretary, and with the advice and consent of the Senate. (2) Of the seven members: (i) One shall be employed by the Department; (ii) One shall be employed by the Department of Natural Resources; (iii) Three shall be licensed marine contractors and shall include: 1.
