The Secretary of the Environment and the Secretary of Natural Resources jointly shall: (1) Develop and implement a comprehensive program to monitor the quality of the waters and living resources of the Chesapeake Bay; (2) Cooperate with other states in the Chesapeake Bay region and with the United States Environmental Protection Agency and other state and federal agencies, as appropriate; and (3) Report every 2 years to the General Assembly on the results of this monitoring program and the status of the resources of the Chesapeake Bay.
