(a) Except for Subtitles 2, 5, and 9 of this title, any act or part of an act that is inconsistent with the provisions of Part II of this subtitle is repealed to the extent of the inconsistency. (b) The provisions of Part II of this subtitle do not affect any power or duty of: (1) The Secretary; (2) The Washington Suburban Sanitary Commission; (3) The Anne Arundel County Sanitary Commission; (4) The Baltimore County Metropolitan District; or (5) Baltimore City.
