Section 9-803 - Legislative Policy

It is the policy of this State that each municipality that engages in the development of any sewerage facility under this subtitle shall manage the sewerage facility as economically and efficiently as possible: (1) To promote the health and welfare of the inhabitants of the municipality and of this State by preventing, reducing, or eliminating the pollution of the waters of this State; and (2) To provide the services of the sewerage facility to consumers at the lowest possible cost.
