(a) With the approval of the Secretary, the Division Director may appoint the staff provided in the State budget. (b) Except as provided in subsection (c) of this section or otherwise by law, the Division Director shall appoint and remove all personnel in accordance with the provisions of the State Personnel and Pensions Article. (c) The deputy director is in the management service of the State Personnel Management System.
