If the federal government, any of its agencies or officers, or any other person offers to this State or to any county any services, equipment, supplies, materials, or funds by way of gift or grant for purposes of physical fitness, this State, acting in accordance with the requirements of law, may: (1) Accept the offer; and (2) Authorize any officer of this State or of a county to receive and use the aid and assistance.
