(a) The Natalie M. LaPrade Medical Cannabis Commission, in consultation with the Department, the Behavioral Health Administration, the Governor’s Office of Crime Prevention, Youth, and Victim Services, the Maryland Poison Center, the State’s designated Health Information Exchange, and the Maryland Hospital Association, shall conduct, or contract with an institution of higher education or a private research entity to conduct, a comprehensive baseline study of cannabis use in the State that includes a survey of: (1) Patterns of use, including frequency of use and dosing, methods of consumption, and general perceptions of cannabis among: (i) Individuals under the age of 18 years; (ii) Individuals at least 18 years old and under the age of 21 years; (iii) Individuals at least 21 years old and under the age of 55 years; (iv) Individuals at least 55 years old; (v) Pregnant women; and (vi) Breastfeeding women; (2) Incidents of impaired driving, including arrests, accidents, and fatalities, related to cannabis use; (3) Hospitalizations related to cannabis use; (4) Calls to poison control centers related to cannabis use, including data on calls related to individuals under the age of 21 related to cannabis use; (3) Hospitalizations related to cannabis use; (4) Calls to poison control centers related to cannabis use, including data on calls related to individuals under the age of 21 years; and (5) Diagnoses of cannabis use disorder and problem cannabis use. (b) On or before March 1, 2023, the Natalie M. LaPrade Medical Cannabis Commission shall submit a report of the findings of the baseline study conducted under subsection (a) of this section to the Governor and, in accordance with § 2–1257 of the State Government Article, the Senate Finance Committee, the Senate Judicial Proceedings Committee, the House Judiciary Committee, and the House Health and Government Operations Committee. (c) On or before March 1, 2025, and every other year thereafter, the Natalie M. LaPrade Medical Cannabis Commission shall: (1) Survey the same factors that are set forth in subsection (a) of this section; (2) Use the same methodology or model that is used to conduct the survey required under subsection (a) of this section; and (3) Submit a report of the findings of the survey required under this subsection to the Governor and, in accordance with § 2–1257 of the State Government red under subsection (a) of this section; and (3) Submit a report of the findings of the survey required under this subsection to the Governor and, in accordance with § 2–1257 of the State Government Article, the Senate Finance Committee, the Senate Judicial Proceedings Committee, the House Judiciary Committee, and the House Health and Government Operations Committee.
