Subject to the hearing provisions of § 14-409 of this subtitle, the Department may deny a certificate to any applicant, or suspend or revoke a certificate, if the applicant or certificate holder: (1) Fraudulently or deceptively obtains or attempts to obtain a certificate for the applicant or certificate holder or for another; (2) Fraudulently or deceptively uses a certificate; (3) Violates this subtitle; or (4) Violates any regulation adopted by the Department under this subtitle.
