The Department shall adopt regulations to carry out the provisions of this subtitle, including regulations that: (1) With advice from a stakeholder workgroup convened by the Department, establish priorities for funding the repayment of education loans through the Program; (2) Establish the maximum number of participants in the Program each year in each priority area established under item (1) of this section; and (3) Establish the minimum and maximum amount of loan repayment assistance awarded under this subtitle in each priority area established under item (1) of this section.
