(a) The Secretary shall adopt rules and regulations that contain criteria for: (1) Appropriate evaluations; (2) Allocation of services; and (3) Acceptance of individuals for services. (b) The rules and regulations for individuals with developmental disability and for individuals without developmental disability, but who are eligible solely for individual support services, shall be separate.
