(a) The Council consists of the following members: (1) the Deputy Director of the Division of Children and Youth of the Governor’s Office of Crime Prevention, Youth, and Victim Services, or the Deputy Director’s designee; (2) the Secretary of Juvenile Services, or the Secretary’s designee; (3) the Secretary of Health, or the Secretary’s designee; (4) the Secretary of Human Services, or the Secretary’s designee; and (5) the State Superintendent of Schools, or the Superintendent’s designee. (b) The Secretary of Budget and Management, or the Secretary’s designee, shall serve as a nonvoting ex officio Council member. (c) The Secretary of Disabilities, or the Secretary’s designee, shall serve as a nonvoting ex officio Council member. (d) The Children’s Cabinet shall designate up to three individuals to serve on the Council on a rotating basis to represent each of the following stakeholder groups: (1) family members or family advocates; and (2) youth or youth advocates.
