(a) The Board of Public Works shall: (1) make allocations of funds available for the Juvenile Services Facilities Capital Program in accordance with this subtitle; and (2) certify the allocations to the Comptroller and the Treasurer. (b) After the Board certifies the allocations, the Treasurer shall make payments to or on behalf of an applicant, when needed, for the project.
