Section 5-310 - Bases for Recommendation of Board

(a) (1) The Board may ask for and the Commissioner may provide technical or other information that may help the Board to determine the need for a proposed regulation and to make a recommendation. (2) The Commissioner may make any recommendation to the Board about a regulation that the Commissioner considers necessary to carry out this title. (b) The Board or Commissioner may appoint a special committee, composed of employees, employers, experts, and at least 1 member of the general public, to help the Board to develop its recommendations on proposed regulations. (c) The Board may use the advice and help of any individual or entity with special knowledge about a recommendation that the Board is considering. (d) (1) The Board shall hold the public hearings needed to carry out its responsibilities under this subtitle. (2) At least 30 days before a hearing under this subsection, the Commissioner shall publish notice of the hearing at least once in a newspaper that the Commissioner chooses. (3) On request of any person, the Commissioner shall give that person notice of a hearing under this subsection.
