Unless there is just cause for noncompliance, each farm labor contractor shall comply with: (1) each written agreement with an agricultural operation that relates to performing a farm labor contracting service or to protecting a migrant agricultural worker under this title; (2) each written agreement or working arrangement with a migrant agricultural worker; and (3) each written description of conditions of employment, housing, or transportation that is required under this subtitle to be disclosed to migrant agricultural workers.
