(a) In this subtitle the following words have the meanings indicated. (b) 'Code home rule' means a form of county government organized under Article XI–F of the Maryland Constitution. (c) 'Public local law' has the meaning stated in Article XI–F, § 1 of the Maryland Constitution. (d) 'Voter' means an individual who is registered to vote under Title 3, Subtitle 1 of the Election Law Article.
