Subject to the provisions of this title and the regulations governing the armed forces of the United States, an individual may be enlisted in the organized militia if the individual: (1) is a citizen of the State or has declared an intention to become a citizen of the State; (2) is able-bodied; and (3) has good character and temperate habits.
