(a) A proceeding before the Commission shall be governed by the regulations and practices of the Commission in conformity with this title. (b) The Commission is not bound by the rules of evidence or procedure of any court. (c) An official act of the Commission: (1) is valid if it substantially complies with the requirements of this division; and (2) may not be vitiated by any technical deficiency.
