(a) Except as provided in subsection (b) of this section, this subtitle modifies, limits, and supersedes the federal Electronic Signatures in Global and National Commerce Act to the extent that Act is inconsistent with this subtitle. (b) This subtitle does not: (1) Modify, limit, or supersede 15 U.S.C. § 7001(c); or (2) Authorize electronic delivery of any of the notices described in 15 U.S.C. § 7003(b).
