Any contract for printing for the State shall be made through or with the approval of the Secretary except for: (1) a contract for printing for the General Assembly and its staff agencies; (2) a contract for printing a record or brief for the Office of the Attorney General; and (3) a contract for printing of the Maryland Reports or the Maryland Appellate Reports.
