§ 5-7b-10

(a) This section may not be construed to create a private cause of action for any person or local government. (b) A decision to fund a project or not to fund a project as required under this subtitle shall not be subject to Title 10, Subtitle 2 (Administrative Procedure Act - Contested Cases) of the State Government Article. (c) This subtitle may not be construed to prevent an agency from providing technical assistance in an area that is not a priority funding area.
