(a) In this part the following words have the meanings indicated. (b) 'Council' means the Maryland Advisory Council on Historic Preservation. (c) 'Historic Register' means the Maryland Register of Historic Properties. (d) 'Preparation costs' means the costs of studies, surveys, plans and specifications, or architectural, engineering, and other special services.
