Section 7-102 - Legislative Intent

(a) The General Assembly desires that, during preparation of a proposed budget, the Governor review, thoroughly and in detail, the recommendations of the Spending Affordability Committee. (b) To have the complete financial program of the Governor early in a regular session, the General Assembly desires that the Governor: (1) submit with the proposed budget for a fiscal year: (i) the Governor’s complete financial program for that fiscal year; and (ii) each bond or revenue bill proposed to carry out the program; and (2) use a supplemental budget amendment only to: (i) correct a mechanical error in the proposed budget; or (ii) provide funding for legislation enacted during the session.
