Section 7-104 - Preparation of Draft of Proposed Budget

(a) (1) The Secretary shall prepare for the Governor a draft of the proposed budget. (2) The draft shall: (i) be comprehensive; (ii) eliminate duplication and conflict; and (iii) include each item that the Governor is required by law to include in a proposed budget.
