Maryland Legal Code
(a) The Comptroller, the Chief Deputy Comptroller, or a deputy comptroller may not sign a blank warrant. (b) A warrant for payment of a bill is not valid unless the following information appears on the face of the warrant: (1) the amount of the warrant; (2) the date of issue; (3) a reference to the document that identifies: (i) the payee; and (ii) the officer or unit of the State government that submitted the bill; and (4) the certification of the Comptroller, the Chief Deputy Comptroller, or a deputy comptroller that: (i) the amount of the warrant is correct; and (ii) the officer or unit submitted the bill for which the warrant is issued. (c) A warrant for an advance of money to an officer or unit of the State government is not valid unless the following information appears on the face of the warrant: (1) the amount of the warrant; (2) the date of issue; (3) the identity of the officer or unit; and (4) the certification of the Comptroller, the Chief Deputy Comptroller, or a deputy comptroller that the amount of the warrant is correct.
