(a) In this subtitle the following words have the meanings indicated. (b) 'eMaryland Marketplace' has the meaning stated in § 13–101 of this article. (c) 'Procurement' means procurement by competitive sealed bidding, competitive sealed proposals, or noncompetitive negotiation.
