(a) The Department shall sell, exchange, or otherwise distribute bound volumes of the laws, the Senate journal, and the House journal. (b) Distribution under this section shall include provision of 1 copy of a volume to each public, circulating library or library association that requests the volume if, when the request is made, the Department has at least 26 copies of the requested volume.
