(a) The Board is not bound by any prior regulation, order, or action of the State Labor Relations Board, the Public School Labor Relations Board, or the State Higher Education Labor Relations Board, except for decisions regarding unit composition under § 22–403(c) of this title. (b) The Board is bound by prior opinions and decisions of a labor board listed under subsection (a) of this section. (c) A prior order or action of a labor board listed under subsection (a) of this section or any other body may be considered for its persuasive value. (d) The Board shall be bound by judicial orders regarding the scope of bargaining under Title 6, Subtitles 4 and 5 of the Education Article.
