(a) The head of the Division is the Administrator, who shall be appointed by the Governor. (b) (1) The Administrator holds office during good behavior. (2) Subject to the hearing requirements of this subsection, the Governor may remove the Administrator for inefficiency, neglect of duty, or misconduct in office. (3) Before the Governor removes the Administrator, the Governor shall: (i) prepare written charges; and (ii) give the Administrator a copy of the charges and an opportunity for public hearing. (4) Notice of the hearing shall be given to the Administrator at least 10 days before the hearing. (5) The Administrator may be represented at the hearing by counsel. (c) The Administrator exercises the powers and performs the duties under this subtitle and Title 10, Subtitle 1 of this article subject to the general supervision of the Secretary of State.
