(a) (1) The Secretary shall adopt regulations to carry out this subtitle. (2) Regulations to implement the Innovative Idea Awards Program shall be made with the concurrence of the Governor's Award Panel. (b) (1) Within 90 days after the end of each fiscal year, the head of each principal unit shall submit to the Secretary a report on all awards made under this subtitle. (2) The report shall be made on the form and in the manner that the Secretary requires.
