Section 10-401 - Scope of Subtitle

(a) Except as provided in subsection (b) of this section and § 10-404 of this subtitle, this subtitle applies to all employees of all units in the Executive Branch of State government. (b) Except as provided in § 10-404 of this subtitle, this subtitle does not apply to a unit with an independent personnel system.
