Section 20-101 - Scope of Title

(a) This title applies throughout this State, whether on or off a highway. (b) All of the provisions of §§ 20-101 through 20-105 of this title apply to the owner of any vehicle who is present when the accident occurs, whether or not the owner is the driver.
